Abstract

Penelitian ini bertujuan untuk mengetahui resepsi mahasiswa Universitas Malikussaleh dalam video YouTube @Kok Bisa? dengan judul “Benarkah SDM Indonesia Rendahan?”. Dalam video tersebut menyampaikan narasi bahwa rendahnya kualitas Sumber Daya Manusia (SDM) di Indonesia disebabkan oleh persoalan struktural seperti pendidikan, kesehatan dan program pengembangan kapasitas yang belum merata. Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan teori resepsi Stuart Hall sebagai landasan untuk mengkaji proses encoding dan decoding pesan dalam animasi. Dalam penelitian ini hanya berfokus pada posisi decoding para informan, dengan menggunakan teknik pengumpulan data Focus Group Discussion (FGD) yang melibatakan sembilan informan dari fakultas yang berbeda. Hasil penelitian menunjukkan sebagian besar informan berada di posisi dominant hegemonic, yaitu menerima sepenuhnya isi pesan dalam video. Beberapa informan berada pada posisi negotiated, yaitu menyetujui sebagian isi pesan yang disampaikan namun menyesuaikannya kembali dengan pengalaman pribadi di realitas sosial. Sementara itu, hanya sedikit informan yang berada pada posisi oppositional, yaitu menolak sebagian isi pesan. Sehingga dapat disimpulkan bahwa para informan sepakat atau setuju dengan pernyataan bahwa sumber daya manusia di Indonesia termasuk ke menengah ke bawah, dan para informan juga setuju dengan beberpa solusi yang terdapat dalam video untuk meningkatkan sumber daya manusia tersebut. Kata kunci: Resepsi Khalayak, Sumber Daya Manusia Rendah, Konten YouTube  This study aims to determine the reception of Malikussaleh University students in the YouTube video @Kok Bisa? entitled “Is it true that Indonesia's human resources are low quality?” The video conveys the narrative that the low quality of human resources in Indonesia is caused by structural problems such as education, health, and uneven capacity development programs. This study employs a qualitative research method, utilizing Stuart Hall's reception theory as a framework to analyze the encoding and decoding processes of messages in the animation. The study focuses solely on the decoding positions of the informants, using the Focus Group Discussion (FGD) data collection technique involving nine informants from different faculties. The results of the study show that most informants are in a dominant hegemonic position, meaning they fully accept the content of the message in the video. Some informants are in a negotiated position, meaning they agree with part of the message but adjust it to their personal experiences in social reality. Meanwhile, only a few informants were in the oppositional position, meaning they rejected part of the message content. Thus, it can be concluded that the informants agreed with the statement that human resources in Indonesia are classified as middle to low, and the informants also agreed with some of the solutions presented in the video to improve these human resources.
