Abstract

MEMAHAMI ORIENTASI BERTINGGAL PEMUKIM DI DUSUN TENGKU MUDA, GAMPONG JAWA, KECAMATAN KUTA RAJA, KOTA BANDA ACEH ABSTRAK Penyediaan perumahan yang layak untuk rakyat adalah tujuan pemerintah. Hal tersebut sesuai dengan amanat Undang-Undang Perumahan dan Kawasan Pemukiman, No. 1 2011, bahwa hak setiap warga negara untuk menempati, dan atau memiliki rumah yang layak dalam lingkungan yang sehat, aman, serasi dan teratur. Penelitian bertujuan untuk mengetahui bagaimana Orientasi Bertinggal pemukim dan mengetahui cara bertinggal masyarakat berpenghasilan rendah dengan bentuk fisik rumah sederhana, maka dari itu dibutuhkan suatu pendekatan dalam nilai guna fisik untuk tempat tinggal yang sesuai dengan masyarakat berpenghasilan rendah. Objek penelitian yang diambil dari peneliti ini adalah hunian bertinggal di Dusun Tengku Muda dilihat dari cara bertinggalnya dengan mengetahui Orientasi Bertinggal Pemukim di dunia, menurut J.F. Turner karakteristik masyarakat digolongkan menjadi tiga kategori, yaitu Bridgheader, Consolidator, dan Status Seeker. Penelitian ini menggunakan metode Kualitatif dengan pendekatan eksplorasi. Dengan mendapatkan informasi mendalam tentang bentuk fisik bangunan berdasarkan kebijakan dengan cara bertinggal atau pola aktivitas masyarakat di Dusun Tengku Muda. Sehingga dapat disimpulkan sesuai dengan teori J.F. Turner Bridgheader dikarenakan mereka beradaptasi untuk bertinggal di rumah sederhana dengan penghasilan rendah. Berdasarkan hasil penelitian menujukan bahwa, Orientasi Bertinggal Pemukim di Dusun Tengku Muda, Gampong Jawa, Kecamatan Kuta Raja, Kota Banda Aceh tergolong Bridgheader. This is in accordance with the mandate of the Housing and Residential Areas Law, No. 1 2011, that every citizen has the right to occupy, and or have a decent house in a healthy, safe, harmonious and orderly environment. The study aims to determine how the Orientation of Settlers' Residence and to find out how low-income people live with the physical form of simple houses, therefore an approach is needed in the physical utility value for housing that is appropriate for low-income people. The object of research taken from this researcher is residential housing in Tengku Muda Hamlet seen from the way it lives by knowing the Orientation of Settlers' Residence in the world, according to J.F. Turner, the characteristics of society are classified into three categories, namely Bridgeheader, Consolidator, and Status Seeker. This study uses a Qualitative method with an exploratory approach. By obtaining in-depth information about the physical form of buildings based on policies with the way of living or patterns of community activities in Dusun Tengku Muda. So it can be concluded in accordance with the theory of J.F. Turner Bridgheader because they adapt to living in simple houses with low incomes. Based on the results of the study, it shows that the Orientation of Residents in Dusun Tengku Muda, Gampong Jawa, Kuta Raja District, Banda Aceh City is classified as Bridgheader.
