Abstract

SUMMARY MELWANI IMPLEMENTATION OF LAW NUMBER 23 217410102020 OF 2011 CONCERNING ZAKAT MANAGEMENT AS AN EFFORTS TO OVERCOME POVERTY IN PASAMAN BARAT (Dr. Faisal, S.Ag., S.H., M.Hum. dan Dr. Marlia Sastro S.H., M.Hum) Effective zakat management means that a Muslim or business entity is obliged to pay zakat to those entitled to receive it. This is in accordance with Law Number 23 of 2011 concerning Zakat Management, but the case is different in West Pasaman. The management of zakat in West Pasaman is not yet in accordance with Law Number 23 of 2011 concerning Zakat Management, a system of nepotism is still very prevalent which in fact prioritizes family or relatives, thus causing problems and causing poverty. This research aims to examine the implementation of Law Number 23 of 2011 concerning zakat management which has not been able to overcome poverty in West Pasaman and to examine efforts to implement Law Number 23 of 2011 concerning zakat management to be able to overcome poverty in West Pasaman. This research uses an empirical juridical method, qualitative research type, this research is prescriptive, with the research location in West Pasaman and data collection sources consisting of primary data and secondary data, observation and interview data collection tools, the research results are arranged systematically to obtain clarity on the problems being discussed. want to research. Based on the results of implementation research on zakat management in West Pasaman it has not been effective, because it has not been able to overcome the poverty that occurs in West Pasaman. There are factors that influence the management of zakat in West Pasaman so that it has not been able to overcome poverty. Factors that influence this are minimal operational funds, lack of awareness of zakat through institutions, the reality that there are still many muzakki who are reluctant to pay zakat, and socialization of the law that has not been on target. Efforts to implement Law Number 23 of 2011 concerning Zakat Management to be able to overcome poverty in West Pasaman are that BAZNAS West Pasaman Regency will form an organization, socialize zakat management regulations which must be community oriented, provide muzakki intelligence development, strengthen zakat amil to behave honestly and professionally. It is recommended that BAZNAS West Pasaman Regency be able to carry out more concrete data collection on the existence of zakat mustahik in all corners of West Pasaman Regency so as to help overcome poverty in West Pasaman Regency.
