Abstract

This study aims to examine the social control strategies employed by village authorities on incoming students in Gampong Blang Pulo, Muara Satu District, Lhokseumawe City. The primary focus is to identify methods used by the village authorities to regulate the behavior of these students, drawing upon Travis Hirschi's social control theory. The research utilizes a qualitative approach with a descriptive method. Primary data were gathered through direct observation and in-depth interviews with village officials and boarding house owners, while secondary data were derived from relevant policy documentation. The findings indicate that social control over incoming students is implemented through several strategies. Firstly, village authorities establish written regulations aligned with qanun Article 4, governing the conduct of boarding house residents. Secondly, intensive socialization of these rules is conducted by both village authorities and boarding house owners among the incoming students. Common violations such as staying out late beyond curfew, theft, and allowing non-mahram guests into the premises are closely monitored. The implemented control strategies include advising and directly admonishing violators, rigorous monitoring by both village authorities and boarding house owners, and the application of sanctions or penalties commensurate with the severity of the offense. These efforts resonate with Travis Hirschi's theory of social control, where effective social bonds and monitoring can prevent individuals from engaging in deviant behavior. This study contributes significantly to understanding how local social structures in Gampong Blang Pulo enforce social control over incoming students to maintain order and harmony within the community. The implications underscore the crucial role of social institutions such as villages in upholding established social norms, emphasizing the need for collaboration among various stakeholders to create a safe and conducive environment for all community members, including incoming students
