Abstract

ABSTRAK Aktor dalam pencegahan penyebaran infeksi virus HIV/AIDS di Kota Lhokseumawe sudah berupaya semaksimal mungkin untuk menurunkan angka korban positif HIV/AIDS. Permasalahan yang terjadi terhadap implementasi sebuah kebijakan ataupun program yang yang dilaksanan oleh aktor berupa rendahnya profesionalitas aktor implementasi dan kualitas kelompok sasaran dalam memahami terhadap regulasi yang dibuat oleh pemerintah untuk menyelesaikan permasalahan yang sedang dihadapi kelompok sasaran. Penelitian ini menggunakan pendekatan kualitatif, pengumpulan data dilakukan melalui observasi, wawancara dan studi dokumen, dianalisis melalui proses reduksi data, serta penyajian data dan penarikan kesimpulan. Tujuan dari penelitian ini melihat bagaimana implementasi dari pertama melakukan tindakan skrining tes positif HIV/AIDS dan Voluntary Counselling and Testing (VCT). Kedua memberikan perawatan yang intensif terhadap pasien yang positif HIV/AIDS yang sudah merusak jaringan tubuh. Ketiga pemberian ARV rutin kepada korban infeksi virus HIV/AIDS agar jumlah virus dalam tubuh korban tidak berkembang yang akan menimbulakan kerusakan pada jaringan tubuh korban. Keempat membertikan bimbingan konseling terhadap pasien korban infeksi virus HIV/AIDS agar lebih memahami secara mendalam tentang virus HIV/AIDS. Kelima memberikan edukasi kepada masyarakat umum melalui kegiatan sosialisasi dan penyebaran spanduk ataupun brosur tentang bahaya virus HIV/AIDS. Berdasarkan hasil penelitian problemetika yang dihadapi dalam implementasi kebijakan pencegahan penyebaran virus HIV/AIDS di Kota Lhokseumawe dikarenakan masih banyaknya masyarakat yang ataupun individu dengan status positif virus HIV yang enggan melakukan pemerikasan dan menutup diri karena adanya ketakutan tersendiri akan masadepan dan kehidupan dilingkungan masyarakat. Kemudian di Kota Lhokseumawe pergaulan bebas semakin tidak terkendali, seks bebas dan seks sesama jenis yang banyak dilakukan remaja di Kawasan Kota Lhokseumawe. Keberhasilan implementasi kebijakan dalam proses pencegahan penyebaran infeksi virus HIV/AIDS tidak hanya ditentukan oleh kecakapan dari aktor implementasinya tetapi juga partisipasi aktif kelompok sasaran juga ikut menentukan keberhasilannya Kata Kunci; Peran Aktor, Program Pemberantasan HIV/AIDS, Implementasi Kebijakan ABSTRACT Actors in preventing the spread of HIV/AIDS virus infection in Lhokseumawe City have made every effort to reduce the number of HIV/AIDS positive victims. Problems that occur with the implementation of a policy or program implemented by actors include the low professionalism of implementing actors and the quality of the target group in understanding the regulations made by the government to resolve the problems being faced by the target group. This research uses a qualitative approach, data collection is carried out through observation, interviews and document study, analyzed through a data reduction process, as well as presenting data and drawing conclusions. The aim of this research is to see how the implementation of the first HIV/AIDS positive test screening and Voluntary Counseling and Testing (VCT) is implemented. Second, providing intensive care for HIV/AIDS positive patients who have damaged body tissue. Third, giving routine ARVs to victims of HIV/AIDS virus infection so that the number of viruses in the victim's body does not increase, which will cause damage to the victim's body tissue. Fourth, provide counseling guidance for patients who are victims of HIV/AIDS virus infection so that they understand more deeply about the HIV/AIDS virus. Fifth, provide education to the general public through outreach activities and distributing banners or brochures about the dangers of the HIV/AIDS virus. Based on research results, the problems faced in implementing policies to prevent the spread of the HIV/AIDS virus in Lhokseumawe City are because there are still many people or individuals with positive status for the HIV virus who are reluctant to carry out examinations and close themselves off because of their own fears about the future and life in the community. Then in Lhokseumawe City promiscuity is increasingly uncontrolled, free sex and same-sex sex are often carried out by teenagers in the Lhokseumawe City Area. The success of policy implementation in the process of preventing the spread of HIV/AIDS virus infection is not only determined by the skills of the implementing actors but also the active participation of the target group also determines its success.
