Abstract

This study is about the development of inclusive tourism in Cemara Beach, Bireuen Regency, aims to describe the development of inclusive tourism in Cemara Beach, Bireuen Regency and analyze what are the obstacles in the development of inclusive tourism in Cemara Beach, Bireuen Regency. The problem in the study is that the development of Cemara Beach in Bireuen Regency has not significantly improved the community's economy, because there has been no economic equality, the impact of tourism is only felt by traders who get stalls to sell and also parking attendants. Then there is environmental pollution due to the lack of trash bins which causes some visitors to throw garbage in the gaps between the rocks. The theory used in the study is Miller & Katz's Inclusivity Theory which discusses the economic aspects, environmental aspects and social aspects. The data collection method is carried out non-participantly where researchers only observe independently without involving themselves in the activities observed. The results of this study indicate that the development of inclusive tourism in Cemara Beach, Bireuen Regency in the economic aspect of the impact of tourism development has not fully achieved inclusive development, because the benefits of developing tourist attractions have not been fully felt by the local community, except for traders and parking attendants. Likewise, when viewed from an environmental and social aspect, Cemara Beach has not been included in the inclusive tourism category, because environmental pollution still occurs due to garbage piling up in the gaps of rocks such as diapers, plastic bottles and garbage piling up in ponds owned by the surrounding community. Obstacles in the development of inclusive tourism at Cemara Beach, Bireuen Regency can be seen from the inadequate facilities and infrastructure, where there are no signs, such as banners and also narrow roads during Peukan days. Another obstacle is the parking fee which is no longer contributed to increasing Village Income.
