Abstract

ABSTRACT The low level of Hijaiyah letter mastery among Children with Special Needs (CSN) in Bener Meriah Regency, reaching only 25%, stems from a scarcity of inclusive learning media adapted to infrastructure limitations and lowspecification devices. This study aims to develop and test the effectiveness of inclusive, audio-visual Hijaiyah learning media for CSN using the Waterfall Research and Development (R&D) model. The application was developed using Embarcadero Delphi 11 and the FireMonkey framework to create a lightweight native Android app that integrates pen-stroke animations and locally accented pronunciation audio, while operating fully offline. Field trials involved 20 CSN with mild impairments (intellectual disabilities, visual impairments, and hearing impairments) across three partner schools. Evaluation comprised alpha testing by expert validators and beta testing utilizing structured observation, teacher perception questionnaires, and pre- and post-tests. Expert validation results indicated a media feasibility rate of 91.3%, classifying it as highly feasible. The application was optimized to a size of 47.2 MB with peak RAM usage below 182 MB, ensuring stability on low-end devices. Beta testing revealed an increase in student focus duration to 9.2 minutes per session and improved Hijaiyah letter comprehension, yielding a Normalized Gain score of 0.455 (medium category). The study concludes that this media is valid, practical, and effective in bridging the Quranic literacy gap for CSN in areas with limited technological infrastructure, while contextually operationalizing Universal Design for Learning principles to support equitable inclusive education in rural regions.
