Abstract

Penyederhanaan birokrasi merupakan salah satu kebijakan pemerintah dalam mewujudkan tata kelola pemerintahan yang lebih efektif, efisien, adaptif, dan berorientasi pada hasil. Penyederhanaan birokrasi terdiri dari penyederhanaan struktur organisasi, penyetaraan jabatan, dan penyesuaian sistem kerja. Dalam pelaksanaannya di lingkungan Sekretariat Daerah Kabupaten Aceh Utara, terdapat aktor-aktor yang berperan dalam proses penyederhanaan tersebut, khususnya Bagian Organisasi Sekretariat Daerah Kabupaten Aceh Utara. Penelitian ini bertujuan untuk mengetahui peran Bagian Organisasi dalam penyederhanaan birokrasi di lingkungan Sekretariat Daerah Kabupaten Aceh Utara. Tujuan lainnya adalah mengetahui faktor-faktor penghambat yang dihadapi dan upaya Bagian Organisasi dalam menghadapi faktor-faktor penghambat dalam penyederhanaan birokrasi di lingkungan Sekretariat Daerah Kabupaten Aceh Utara. Metode penelitian yang digunakan penulis dalam pengumpulan data adalah bersifat kualitatif, analisis data bersifat induktif, dan penyajian data bersifat deskriptif. Penulis meneliti berdasarkan kenyataan di lapangan. Penulis menggunakan penalaran yang bermula dari pengumpulan data dan fakta lapangan, kemudian diamati dan disimpulkan secara umum. Penulis menyajiakan data dalam bentuk deskripstif. Teori yang dipakai penulis pada penelitian ini adalah Teori Role Episode Model oleh Kahn et.,al (1964). Hasil penelitian menunjukkan bahwa Bagian Organisasi memiliki peran strategis dalam pelaksanaan penyederhanaan birokrasi melalui beberapa tahapan, yaitu inventarisasi jabatan administrasi, analisis kelembagaan, penyusunan dokumen penyederhanaan birokrasi, fasilitasi penyetaraan jabatan, serta monitoring dan evaluasi. Dalam pelaksanaan perannya, Bagian Organisasi menjalankan fungsi atau yang dapat disebut role behavior dalam teori role episode model, yaitu koordinatif, fasilitatif, teknis-administratif, analitis, konsultatif, dan adaptif. Bagian Organisasi juga mengalami role pressure, role conflict, role ambiguity, dan role overload yang menjadi hambatan dalam penyederhanaan birokrasi dengan adanya perubahan kebijakan dan regulasi yang cepat dan keterbatasan sumber daya manusia aparatur. Kemudian Bagian Organisasi berupaya untuk berkonsultasi dan melakukan pembagian tugas dengan tim kerja yang baik agar penyederhanaan birokrasi tetap terlaksana sesuai ketentuan. Kata Kunci: Penyederhanaan Birokrasi, Reformasi Birokrasi, Bagian Organisasi Bureaucratic streamlining is one of the government’s policies aimed at achieving more effective, efficient, adaptive, and results-oriented governance. Bureaucratic streamlining involves simplifying organizational structures, standardizing job titles, and adjusting work systems. In its implementation within the North Aceh Regency Regional Secretariat, there are key actors involved in this streamlining process, particularly the Organization Division of the North Aceh Regency Regional Secretariat. This study aims to identify the role of the Organization Division in bureaucratic streamlining within the North Aceh Regency Regional Secretariat. Another objective is to identify the obstacles encountered and the efforts made by the Organization Division to address these obstacles in the bureaucratic simplification process within the North Aceh Regency Regional Secretariat. The research method used by the author for data collection is qualitative; data analysis is inductive; and data presentation is descriptive. The author conducted the research based on field observations. The author employed a reasoning process that began with the collection of field data and facts, which were then observed and generalized into conclusions. The author presented the data in a descriptive format. The theory used in this study is the Role-Episode Model by Kahn et al. (1964). The research findings indicate that the Organization Division plays a strategic role in implementing bureaucratic simplification through several stages, namely: conducting an inventory of administrative positions, performing institutional analysis, drafting bureaucratic simplification documents, facilitating position standardization, and conducting monitoring and evaluation. In carrying out its role, the Organization Division performs functions—or what can be termed “role behaviors” in the role-episode model—namely, coordinative, facilitative, technical-administrative, analytical, consultative, and adaptive. The Organization Division also experiences role pressure, role conflict, role ambiguity, and role overload, which act as barriers to bureaucratic simplification due to rapid changes in policies and regulations and limitations in civil service human resources. Consequently, the Organizational Division strives to consult with and effectively delegate tasks to its work teams to ensure that bureaucratic simplification is carried out in accordance with regulations.
