Abstract

ABSTRAK Penelitian ini membahas tentang fenomena kotak kosong dalam Pemilihan Kepala Daerah (Pilkada) di Kabupaten Aceh Tamiang Tahun 2024, di mana pasangan calon tunggal Armia Fahmi dan Ismail diusung oleh koalisi sebelas partai politik lintas ideologi tanpa penantang, setelah bakal pasangan calon jalur independen gagal maju akibat sengketa administratif dan hukum. Penelitian ini bertujuan untuk mengidentifikasi dinamika rekayasa politik di balik munculnya kotak kosong serta menganalisis persepsi dan sikap masyarakat terhadap fenomena tersebut. Kajian ini menggunakan kerangka teori demokrasi, termasuk konsep demokrasi deliberatif dan ambang batas pencalonan, teori partai politik, dan teori partisipasi politik. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan adanya indikasi rekayasa politik yang tercermin dari konsolidasi koalisi partai yang tidak wajar, gagalnya jalur independen meskipun sempat dimenangkan di Pengadilan Tinggi Tata Usaha Negara Medan sebelum akhirnya ditolak melalui kasasi Mahkamah Agung, serta adanya aliran politik uang di lapangan. Perolehan suara menunjukkan pasangan calon tunggal meraih 72,5 persen suara, sedangkan kotak kosong meraih 23,5 persen suara, yang mencerminkan sikap masyarakat yang beragam, mulai dari partisipasi aktif dan sikap kritis hingga kekecewaan yang berujung pada golput. Penelitian ini menyimpulkan bahwa fenomena kotak kosong di Aceh Tamiang merupakan hasil interaksi antara konsolidasi kekuasaan elit politik dan respons masyarakat yang terpolarisasi, sehingga perlu menjadi perhatian dalam upaya penguatan demokrasi lokal di Indonesia. Kata Kunci: Kotak Kosong, Rekayasa Politik, Partisipasi Politik   ABSTRACT This study examines the phenomenon of the empty box in the 2024 Regional Head Election (Pilkada) in Aceh Tamiang Regency, where the sole candidate pair Armia Fahmi and Ismail were nominated by a coalition of eleven cross-ideological political parties without challengers, after the prospective independent candidate pair failed to advance due to administrative and legal disputes. This study aims to identify the dynamics of political engineering behind the emergence of the empty box and analyze public perceptions and attitudes towards this phenomenon. This study uses a democratic theoretical framework, including the concepts of deliberative democracy and the nomination threshold, political party theory, and political participation theory. This study uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. The results show indications of political engineering reflected in the unnatural consolidation of party coalitions, the failure of the independent path despite being won at the Medan State Administrative High Court before finally being rejected through cassation at the Supreme Court, and the flow of money politics in the field. The vote count shows that the sole candidate pair won 72.5 percent of the vote, while the empty box won 23.5 percent of the vote, reflecting diverse public attitudes, ranging from active participation and critical attitudes to disappointment that led to abstention. This study concludes that the empty box phenomenon in Aceh Tamiang is the result of the interaction between the consolidation of political elite power and the polarized public response, and therefore requires attention in efforts to strengthen local democracy in Indonesia.
